I'm looking at either the DS controller which can switch the ohm rating from 60-90-120 which should do the job; or the Difalco DD505. [ (resistor times desired resistance) divided by (resistor minus desired resistance) = fixed resistor value] Or more simply put, a 45 ohm controller can be converted into a 12 ohm controller by installing a second resistor of 16.4 ohms in parallel with it. In a perfect world that is. The realities are a bit different, but the concept does work.
